Is there an OSHA requirement that says a “licensed engineer” must design and oversee shoring used in demolition?
The short answer is: No. OSHA doesn't require a licensed engineer for demolition shoring.
The following are the standards that shed light on this topic:
Prior to permitting employees to start demolition operations, an engineering survey shall be made, by a competent person, of the structure to determine the condition of the framing, floors, and walls, and possibility of unplanned collapse of any portion of the structure. Any adjacent structure where employees may be exposed shall also be similarly checked. The employer shall have in writing evidence that such a survey has been performed. 1926.850(a)
Competent person means one who is 1) capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and 2) who has authorization to take prompt corrective measures to eliminate them. 1926.32(f)
When employees are required to work within a structure to be demolished which has been damaged by fire, flood, explosion, or other cause, the walls or floor shall be shored or braced. 1926.850(b)
When wood floor beams serve to brace interior walls or free-standing exterior walls, such beams shall be left in place until other equivalent support can be installed to replace them. 1926.857(c)
My thoughts are:
Verify the engineering survey has been completed by a “competent person”.
Verify the credentials of the competent person to ensure they meet OSHAs definition.
If these are done and are meeting OSHAs standards then...
Share your concerns (and document) with the “competent person” and see if they are willing to pay for an engineer to look at it. Or...
Your company may choose to pay for an engineer to look at it. This may be worth it for your peace of mind.
